That Council approve, subject to the approval of a road closure for the lands described as part of Harrold Place, Plan 267570, identified as as Parts 1 to 4 on Plan 5R-10746, that a by-law be created to formally dedicate these lands as a public park known as Harrold Place Park.

EXECUTIVE SUMMARY

 

Harrold Place Park is a small park area located in an older neighbourhood near the intersection of Carling Avenue and Merivale Road.  Harrold Place Park is unique in that it was created over sixty years ago as a series of islands within the road allowance known as Harrold Place.

 

Although the park area has existed for many years, it has never been formally recognized as a City park. 

 

This report recommends approval of the formal recognition of Harrold Place Park as a City park, subject to the approval of the road closure application and enactment of a road closure by-law.

 

RÉSUMÉ

 

Le parc Harrold Place représente un petit secteur doté d’un parc situé dans un ancien quartier près de l’intersection de l’avenue Carling et du chemin Merivale. Le parc Harrold Place possède un cachet unique : il a été créé il y a plus de soixante ans à partir d’une série d’îles à même l’emprise routière que l’on nomme Harrold Place.

 

Même si le secteur existe depuis de nombreuses années, il n’a jamais été officiellement désigné comme parc de la Ville.

 

Dans le cadre du présent rapport, il est recommandé que l’on approuve la reconnaissance officielle du parc Harrold Place comme parc de la Ville, sous réserve de l’approbation de la demande de la fermeture de rue et de l’exécution du règlement municipal sur la fermeture de rue.

 

 

BACKGROUND

 

Harrold Place Park is a small park area located in an older neighbourhood near the intersection of Carling Avenue and Merivale Road.  Consisting of four separate pieces of land totalling 2763 square metres (approximately .7 acres), Harrold Place Park is unique in that it was created over sixty years ago as a series of islands within the road allowance known as Harrold Place. An aerial image of the park is included as Document 1.

 

Parks and Recreation is presently upgrading the facilities in the park by replacing the existing wading pool with a spray pad and providing a play structure.  During the public consultation process undertaken by Councillor Maria McRae and staff regarding the upgrades, residents in the area expressed concern that, although the park area has existed for many years, it has never been formally recognized as a City park.  Recognition in the form of a by-law dedicating the lands as City park would mean the area would be subject to the provisions of the Parks By-law with respect to matters such as hours of operation and rules of behaviour. In order to formally dedicate Harrold Place Park as a City park, staff have also made a request to close the portions of the road allowance which forms the park area (Plan 267570 identified as parts 1 to 4 on plan 54-10476 are included as Document 2). 

While approval of the road closure is necessary to carry through with the formal recognition of the area as a City park, the two processes are being done in parallel in order to expedite the outcome. For the reasons noted above, staff are recommending approval of the formal recognition of Harrold Place Park as a City park, subject to the approval of the road closure application and enactment of a road closure by-law.

 

 

CONSULTATION

 

Community support for the closure of the sections of the Harrold Place Road allowance containing Harrold Place Park and the dedication of Harrold Place Park was shown at a public consultation to present proposed improvements to Harrold Place Park held September 17th, 2007.

 

The road closure process includes public notification through on-site signage and the opportunity for public comments and if required, a public consultation.

 

The Ward Councillor has been consulted and is in agreement with this report.

 

 

FINANCIAL IMPLICATIONS

 

Funds are available in the Parks & Recreation capital budget to support the cost of the road closure application.
